I believe TJ did …
I believe TJ did run that 40 time, just not at the combine. Jerry Rice ran a 4.6 or 4.65 and I think he qualifies as top notch. Speed ain’t necessary to be top notch.
Urlacher used to play safety. He’s probably just as fast as TJ, at least over the short distances encountered in football. He’s run a 4.49. Willis ran a 4.38, which puts him up there with the faster WRs in the league. LBs are less agile but not really slower.
That said, there are some weird WTF-type ratings in Madden.

they stretched out the ratings this year a 70 speed wide out in madden is faster than a 80 speed linebacker. An 81 speed this year is like 88 in madden 09.
